Our Purpose
Established in 1972, the Pacific Education Foundation promotes and supports improved education outcomes for Pacific students by providing financial assistance and opportunities that reduce barriers to tertiary study. The Foundation funds scholarships and grants, supports leadership development, and invests in initiatives that help Pacific learners achieve their academic goals and maximize their potential.
The Pacific Education Foundation operates under the Pacific Education Foundation Act 1972, with later education legislation and amendments modernising its framework, clarifying its purpose, and strengthening its governance and advisory role.
Pacific Education Foundation Act 1972
The Pacific Education Foundation Act 1972 established the Foundation as a statutory body responsible for supporting the education of Pacific peoples in New Zealand.
It provides the legal framework for the zz scholarship work and governance, and it remains the basis for how PEF operates today.
Regulatory Systems (Education) Amendment Act 2024
The 2024 amendment updated the Pacific Education Foundation Act to modernise the Foundation’s role and governance. Key changes included revising the definition of “Pacific person,” strengthening the Board’s functions, and giving the Foundation a clearer advisory role within the education sector. It also recognised the Crown’s relationships with Realm countries and the Treaty of Friendship with Samoa, while updating authorised expenditure to better support the Foundation’s work.
For the Pacific Education Foundation, these changes mean the Foundation is now better positioned to reflect the Pacific communities it serves, provide clearer support to learners, and operate with a more modern governance framework. The amendment strengthens PEF’s ability to support learners, advise across the education sector, and operate with a more modern and responsive governance framework.

As Chair of the Pacific Education Foundation (PEF), I am honoured to support Pacific learners and families on their journeys through tertiary education and industry training. Building on more than 40 years in education, I have seen the power of Pacific communities, government, and providers working together to turn aspiration into achievement.

Working alongside Pacific communities, government, and tertiary providers to turn educational aspiration into achievement and leadership is at the heart of our mission. PEF is an autonomous statutory body that partners with Ministers, the Ministry of Education, and sector leaders to provide targeted scholarships and Pacific‑centred advice on education priorities. Our refreshed Board is focused on strengthening our scholarship programme, lifting Pacific participation in priority areas such as STEM and future‑focused industries, and ensuring our guidance reflects the voices and ambitions of Pacific communities.
This interim webpage marks the beginning of a stronger digital presence for the Foundation.
